This article demonstrates the essential disconnect between APCO and NENA on the entire VoIP issue.

APCO is saying that these technologies should not be allowed to come to market until 9-1-1 contingencies are in place and tested. NENA, along with its' "strategic partner" Intrado, are putting forth the phased solution approach, which will initially put 9-1-1 calls back on admin lines, like the good old days of cellular.

The laissez-faire approach of FCC to VoIP technologies does a disservice to the 9-1-1 industry that is kept on their heels by technology companies that are more interested in reimbursing stockholders and venture capitalists than they are doing the job right for citizens truly in need.

APCO is holding the line for what is right, and while they may seem inflexible their approach is preferable (at least to me) over the policy of appeasement taken by NENA. It almost makes you wonder, who is NENA really serving with this apporoach?
