The records were examined after Stacey Hunter's failed attempt to report a kitchen fire when three of four 911 call center employees were taking breaks at the same time.

Unforgivable. The supervisor should be disciplined for failing to ensure adequate cover within the control room.
(And I'm usually against saying such things!)
