"Yet, despite millions of dollars in collections and years of gearing up, two-thirds of the cell sectors in the state - including nearly all of the Sacramento region - are still operating under an antiquated 911 answering system known for its delays and lack of accurate information about callers in distress.

Currently, 911 calls made on cell phones in most areas do not go directly to the nearest police or fire agency, as with traditional phone lines in homes or offices.
