"NT: I have heard Homeland Security is frustrated with 911.

JC: Yes, it’s terrible. They can’t believe that they can’t get access. In Katrina you could dial 911, but the call had nowhere to go because the infrastructure is so old. With VoIP we are talking about modern advanced technology, world-class state-of-the-art, and we have to dummy it down to 1970s infrastructure. But don’t blame the states or PSAPs. Blame the funding. There have been bills in the House to make it illegal to divert 911 monies, but they failed."

Homeland security doesn't like the 911 system that is in place is because they don't have the ability to erase recordings from psaps, That will change with the new systems that allow remote access to the digital recorders and call records. If homeland security cared about the problems due to katrina, they would have done more prior to the storm, since they knew 36+ HOURS IN ADVANCE of the coming storm. The new 911systems are about being able to control the data, not about responding to more calls, etc.
